MURDER investigation after body is found in South Beach

Officers were at the scene at around 11am after the body was found by a fisherman who was going to the canal to fish

Police said there was a lot of blood to the upper body and they said the dead man's body was in the advance stages of decomposition. It had been there for days.

The dead man is thought to be in his thirties. Gun casings were found nearby and an autopsy has been ordered. He was wearing an electronic ankle bracelet.

The road was a track road off East Street, leading onto the canal.

Sooo, how effective are these ankle bracelets if he was supposed to be under surveillance?

Could be that they work but we have a people problem. Like many of the programmes implemented in the country, we jump on top of a sound good sexy idea, no plan for how it will be monitored or controlled. The bulk of the thought process seems to go into which suit to wear for the ribbon cutting.

Weather it is a people problem or the ankle bracelet itself, the crust of the matter is that the electronic monitoring system is ineffective. Maybe it is being used for the wrong type of criminal as persons wearing them have ben killed before, have been caught up n criminal activity unawares to the monitering company and others have known to have tampered with them. QUESTION: IF the body was in advanced state of decomposition, shouldn't some bells or alarms go off to the monitoring company to say that 'hey this bracelet has been stationary for the past several days?" Do they not have to do an inventory and roster check of the persons they are monitoring on a daily basis? The fact is that too many persons have been killed shortly after being released from jail or after being released on bail. Serious efforts must be made to determine if their killings were just their past catching up with them or is there some viligante force operating in this country...one that has serious intelligence
