THE present ingenious policy of making it difficult for school children to access condoms is clearly having the desired effect — otherwise the unplanned pregnancy & STD rates would be considerably higher than the estimated 75 per cent we now have!

Who is making condoms inaccessible to teenagers?????? Teenagers can get rum and dope ...... so why cant they get condoms????????????
