TRANSPORT and Local Government Minister Renward Wells yesterday confirmed an audit of the Road Traffic Department’s new system is underway focusing on apparent discrepancies that could be affecting revenue.
While he would not confirm whether these discrepancies were based on allegations that thousands of fake driver’s licences have been issued, the minister said the audit is looking at the entire department, including licences and franchises with taxi cab and bus plates.
Where there are issues, Mr Wells said they would be addressed.
He spoke to reporters following the morning sitting of Parliament where he was asked if fraudulent driver’s licences were an issue for the department.
“You know the Road Traffic Department has a new system whereby all of the functions of the Road Traffic Department are supposed to take place on this system so government can give an accurate accounting,” said Mr Wells.
“We’re just auditing the system and looking at what is and where there are discrepancies. We’re going to address them and that’s throughout the entire Road Traffic Department. So whether it be licences; whether it be franchises with taxi plates and bus plates. We’re looking at the Road Traffic Department in a holistic way and seeking to ensure that government is getting the revenue that government is supposed to be from road traffic in the manner that government is supposed to be getting it.”
Asked to confirm what the discrepancies were, the Bamboo Town MP said he could only confirm officials were looking at the system. He said on a daily basis, the department received reports of potential road traffic infractions.
“Not that we have found that it is taking place, but there are folks that make accusations as to what is taking place and we as is our duty are looking into it and we are seeking to ensure that the Bahamian people get what they are supposed to get.”
The Punch yesterday reported that as many as 8,000 drivers are in possession of fraudulent driver’s licences because they never passed a driving test.
Last year, The Tribune reported that a Road Traffic Department employee was terminated and was expected to face prosecution after being implicated in a forgery investigation centred on several “fake” licences identified by the department’s new $8m automated system.
At the time, Permanent Secretary in the Ministry of Transport and Local Government Lorraine Symonette-Armbrister confirmed the firing. She said there was enough evidence to pursue a case. It is unclear if the employee ever faced criminal charges.
Prior to this Road Traffic Controller Ross Smith confirmed the investigation, insisting at the time, the “ongoing problem” was first noticed in the months following its change in system.
Mr Smith said officials and general staff recognised that several drivers applying for renewed licences in the months since the system change possessed licence cards that either “looked wrong” or exhibited a lack of security details applied to the old cards. He later said that five to six “fake cards” were identified in one week alone.

The disturbing thing about this government and all these audits is they are claiming to expose all these shortcomings, irregularities and criminal behavior in government departments but no heads are rolling. Nothing seems to stick. These reports only seem to make the headlines and cause shock and awe then they fall off the radar. Evenin the courts not a single successful prosecution. Not one!And it was this prime minister who said corruption was taking almost 50% of government revenue, And how many millions a year is that? So can one conclude that incompetence has prevented getting one single successful prosecution?

Would it be against the Law for the AG office to establish a website for us common people to enter the licence plate of Govt cars on the roadways during the weekends, a place to list suspected Reservists that work for another company and claim it is Police Duty, and non-rel-licence holders

Some government people work on the weekends. Others are on call. So it would be foolish for them to have to drive to the compound to get a car if they are called in.

Yes, yes I guess since Imperial red shirts have been stumbled in arresting, charging, prosecuting then leg-shackling PLP's for Bank Lane parading - the Imperial cabinet switched over focusing on the apparent VAT caused income disparity that could be affecting affordability ordinary man's and woman's ability pay the red government's increased Driver's License fees, forcing ordinary man's and woman's to face people public embarrassment being shackled with iron leg cuffs on loan from the Pompey Museum, yes no..... Why bother make such up that ordinary comrades can never get Driver's License break from these hereto Imperils yes, no?

If you check the number of yellow plates on the streets, something is patently suspicious, especially with the rentals. In some places 1 of every 4 cars is a rental (plate) but when you pass the rental car lots, they are still full of vehicles. This needs to be investigated. Of course if there was a need for additional rental cars, but did government get its revenue?

The problem of issuance of fake driving licences have plagued the bahamas for years.There was an attempt to upgrade the RTD with a loan from the IDB.That was over ten years ago.That was resisted by the RTD management.The minister in charge of RTD,Glenys Hanna Martin did not back the project nor her PS in that ministry.The inaction of politicians and senior civil servants have costed some people their lives
