Three men are expected to be arraigned in Marsh Harbour, Abaco today in connection with the looting of a barge that ran aground off the island, according to police.
In a statement, the Royal Bahamas Police Force said the men — aged 68, 59 and 53 — are facing charges of stealing and receiving after property was taken from the vessel.
Police added that further arrests are anticipated as investigations continue.

An Abacoian having come upon an abandoned Barge or Vessel can become the registered and titled owner of the Barge, or vessel, provided certain Maritime law was met. Before charging the 3, it must be established **if the Barge broke tow line or was united by crew Tug Boat?** Are they 'Stealers' or 'Receivers' of Barge's cargo? --- It flies no Flag of Convenience? At minimum the three who found the Barge in distress are salvors', **entitled to a salvage award, not punishment.**

Everybody knows salvage was a farce.
Found thst the main difference between salvage and stealing is the intent
"*The salvor's intention is to preserve the property and facilitate its return to the rightful owner. **The salvor must contact authorities** (like the Coast Guard, harbor master, or a Receiver of Wreck, depending on location) **and make reasonable efforts to find the owner***"
These people notified noone and jad every intention of keeping their stolen goods

Has picture 'twas* much central govt managed habachi afoot - which is still goin' uninvestigated. With some related lettin' of contract matters with some dated even before the Dorian hurricane. Abaco's Settlers' are in no mood so as to set their sails, seeking resolution to some isolated barge incident on a potential crime scene which has now been refloated....and towed out of Bahaman sea waters. Owners barge has moved on and so should this slight hands incident.

We’ve arrived at place when simple, base, foolish people equate poverty with unscrupolous, thieving, grimy, unprincipled behaviour. I grew up on the island with poor subsistence farming grandparents, they were proud, hard working, and generous. If they EVER caught me stealing or putting my hands on what was not mine, it would be armageddon for me. Stop making excuses, you are become a weak, easily bought/bribed subculture, excusing laziness and thievery instead of developing discipline and self improvement. There is only one eventual societal outcome here.

The one point where I depart from your argument is "simple". Many of these people are "sophisticated", self described "jetsetters". In senior leadership. They have lost all sense of morals and right and wrong. The pastors think sweethearting is ok. The senior managers believe giving themselves contracts from their employer is ok and evidence of what smart businessmen they are. The board members believe they are there for a nice lunch every quarter and to feed off the female staff.
The prospect of Sebas making laws, can you imagine? is the result. "*Why yall harassing that poor man*" is correct

Well, yes, understandably so, why this can only add to the already frustration which is growing as to how the all powerful central authorities out Nassau...restricts the ability to self-govern by not respecting **"the Abacos' popoulaces' elected local government"* to make their own higher decisions.
