This proposed bill was drafted over a decade ago.That bill was reviewed by both FNM and PLP cabinets. Neither of those cabinets at the time saw fit to present this legislation to parliament. There have been changes made to the original draft.
The media here in the Bahamas does not practice good journalism.They only print press releases for news.They should ask questions and do real investigative journalism.
Why did this bill take so long to be presented to parliament? Who were the persons who worked on this draft legislation and what laws of other countries was this legislation was modeled after? Are there any set-asides for small businesses? Will the new procurement department be really independent and transparent?

That is why the Revenue Enhancement Unit was established.It was designed to go after tax evaders.Also there was an attempt to modernize the government's revenue administration.
These policies were basically stopped by the Minnis administration.But now they are being restarted,because they need them. Those policies made sense.
A foreigner said to me,Bahamians don't understand governance.They only know political propaganda.
Bahamians simply don't know how their system of government works.All they know and are taught is political propaganda. Dr.Sands is still a member of parliament and the FNM.He still has a role to play in the governance of this country. Successive governments have lessen the role of parliament and increase the power of the cabinet in the governance of the country.
In the UK,there are only about 21 full cabinet ministers out of a parliament of around 650 members.There is nothing stepping Dr.Sands from being appointed a minister again/Churchill resigned as a cabinet minister,became a cabinet minister again and finally party leader and prime minister.
The good minister is in a fiscal trap, he and Marlon Johnson created.
His hope is all the programs,they have restarted will bring in revenues when the economy recovers.
These programs were started under FS Wilson.Turnquest and Johnson stopped them and never bothered to find out how they worked.Somebody outside the Bahamas said FS Wilson was running a suite of economic programs.He and his staff was also doing some complex economic models.
Marlon still to this day won't answer questions posed to him by a former senior FNM cabinet minister.Those questions relate to the 2018-2019 budget. Marlon is simply out of his depth as acting financial secretary.
The tribune business could afford to print the minister's idiotic statement.Taxes will be raised when ever the economy recovers and it will be probably be after the 2022 election.
They will blast the budget outside the house,debate it in the house and vote to pass it.
He is however partially right.The FNM made some bad fiscal policies choices.However the media here in the Bahamas don't understand or can explain economic policies.
The law is applied arbitrarily and unevenly in this country.The brunt and full force of the law seems to be mainly applied against poorer persons in this country.
I have seen many persons selling items on the side of the road who don't appear to have business licenses.Items like gift baskets,crabs,fish and fruits.Yet these persons are not questioned by the police.
A foreigner said to me who use to live here,said to me,the Bahamas seems to operate like a backward Kafka like society.He just laugh and shake his head at how things work here.
Justice should have been tempered with mercy in this matter.
The law reform commissioner Dame Anita Allen should look at this matter with a view to revising the criminal code.These penalties seem a bit harsh.She should look at making amendments and modernizing the code.Her recommendations should go to cabinet for review.The amendments then can be drafted and brought in parliament.
That is one of the primary roles of parliaments.That is to review and pass laws.However most of our MPs main job is to play cheerleader to the front bench and beat on tables.

Cayman has done quite a number of tests for COV19. They are way ahead of us in this regard.
