Just toss out ideas as they go along.This idea only got mentioned,after it came apparent what a 30 dollar hike in the bill would mean to lower income persons.One thing with this government,they don't understand economics,finance or public policy.
Some one told me about a letter written to the Tribune years ago when this scheme was first started.It was written by a well respected retired teacher.He made several pointed remarks about the scholarship.How it was heavily biased towards students from New Providence and towards persons who studying in a particular field. He felt this scheme if done right could help to develop the family islands and certain industries and skills for the development of the country. That aside,favouritism ,cronyism and politics have paid a major part in the awarding of scholarships.Merit plays a small portion in those decisions.Those actions have helped to contribute to the bad blood,jealousy,pettiness and resentment which bubbles below the surface in this country.I learn this from talking to some highly educated people in this country.
The island of New Providence needs a unified public transportation system desperately.I visited Fort Lauderdale recently. Their bus system operates from 6.00 am to 12.00 pm daily.It is safe and clean.I don't see why a system like that can't work on an island with the area of 147 square miles.
This fiscal problem did not just happen overnight or during the previous PLP's term in office.Those problems were there from the late sixties and early seventies.Bahamians love to play crazy and try not to solve certain problems.Just pray and it will solve itself.Okay. This problem result from quite a number of things. They include:
1. The overstaffing of the civil service.The PLP use the civil service both for welfare and for political patronage. 2. The provision of government services to sparsely populated islands.I visited Long Cay a few years ago.Long Cay had less than thirty persons living there. Any government is obligated to provide certain services to their citizens and residents where ever they live in the Bahamas.How much revenue ,the government collects from those residents.It is not much. 3. Widespread tax evasion.People avoid paying taxes in this country.Don't want to pay any taxes yet want the best in government services. 4. Rampant corruption ,mismanagement and theft at all levels of government.Not only politicians steal in this town.A person told me a civil servant charged with theft.Not only did the person allegedly stole cleaning supplies but also a bible from his work place.Thou shall not steal. 5. Government corporations have drained the public treasury. BCB,Water and Sewerage,Bahamasair have never made a profit.Their workers is get paid.Guess how they are getting paid? 6.. A old fashioned taxation system.The son of a former FNM cabinet minister said the Bahamas has to move to a new taxation system.But it ain't break,don't fix it.
Those are some of the reasons we are in this mess today.These and other unlisted reasons. It may be very painful in this country in the next few years.
The ban on single use plastic bags should have been done years ago. Somebody told me ,they meet that ban in place on the island of Martinique several years ago.The Bahamas always is in the rear when it comes to implementing progressive ideas.
The raising of the vat rate from 7.5% to 12% was a mistake.It was not supported by any serious economic studies.That was an attempt to offset revenues losted when bread basket items were made vat free.When the vat was raised,consumers reduced their spending.That is one of the reasons,the government did not meet the revenue targets.They tried of offset that by reducing their spending.But government spending is a big part of this economy.Then Dorian hit in September.Thatis how we reach this point.That what somebody who understands economics told me.It may be very painful in this country thenextfewyears.
The taxi service on this island is poor.It does not cater to Bahamians and local residents. It is simply just a part of the messed up system of transportation on this island.
The Bahamas will bring up the rear in it's reform of marijuana laws.Any progressive ideas come to this country years later after they have been done in other countries.
