It happens all the time, over and over again, NIB comes back to employers for proof of an employees contributions because they have no record of them...low and behold, it had been paid. Well part of it as well is that Woodes Rodgers Walk/Alley is more of a disorganized loading zone, you are not going to allow all those delivery vehicles to clog up Bay Street, so WRW is a jammed up confused area with very little space to move about and look 'pretty'. As part of the new Cruise port/terminal layout, hopefully that side of the town (the waterside) will be much more appealing to where more shops will want to be presenting themselves from the waterside. Still have the major problem of loading zones and such though that will need to be addressed, along with proper and reasonable policing of the vehicular traffic.
Read the fine print though...that's just the consultancy fee...this does NOT include the money to physically build the bridge. That is a separate construction contract...overseen by the consultants...
