I think you're half right with your assessment. The US has had 50 years to invest in The Bahamas, but has chosen not to do so. China on the other hand, has taken the initiative and seen an opportunity. Human rights violations or not, the big red Chinese wave of investment (Belt & Road Initiative) is here to stay - globally. For myopic people like Tribanon, who only has eyes for the US, (and constantly insults the Chinese and Asian community), they will continue to wait in vain for their USA knight in shining armor to come galloping out of the sunset to save our economy.
It's quite obvious that successive Bahamian governments have failed miserably to develop the country (except in a backwards direction), so I say embrace the Chinese investment for what it is - an opportunity to build the country & provide jobs. The jobs might not the best paid, but they are still jobs that put food on the table for a lot of families, which is more than can be said for any Bahamian Government initiative or US investment.
I think it might have something to do with which country's waters they are intercepted in. Probably some ancient international maritime law or UN requirement etc.
Don't forget, full protection (for 95% of people receiving the vaccine) occurs 2 weeks AFTER receiving the second dose, or 4 weeks after for the single dose J&J vaccine. And, to correct the other misinformation, The Pfizer, Moderna & AZ vaccines protect 95% of those vaccinated from getting COVID, and 100% from getting severe symptoms that require hospitalization. These numbers are 65% & 100% for the J&J single dose vaccine. Your other statement about the vaccines not stopping transmission of the virus is correct (at least for the time being until more data has been gathered)
