I don't have the answers, but see a complex issue that is worthy of a conversation. And we are human beings, so asking us to remove emotion from any discussion, is pointless.

Natural disasters need to be planned for by responsible governments; period.
As for the CEO of the insurance company; talk to us once you have sold snowstorm insurance to Canada, drought insurance to California. I assume you think that Puerto Rico is one insurance cheque away from solving their current problem.
Insurance is for accidents. Governments and taxes (VAT) are for planning.

If foolish people want to rebuild their homes every year or two, let them. The government (you and I) should not pay for this.

Since when has insurance been a way to solve national problems? Insurance is for accidents; as in they are unpredictable and rare. Hurricanes are predictable and happen often enough that they need to be planned for. That is what national lotteries and taxes should be used for.
Kudos to the insurance company for finding a bunch of suckers to sell this to. Notice they aren't selling snow storm insurance to the Swiss and Germans.
Do they offer "bad government" insurance? I can just imagine the premiums.

Let's cancel things we can't afford; like the Bahamas Standards and Measures office. Costs millions and is totally unnecessary.

Forget the tours. Let's rezone and rebuild the downtown so that tourists will want to visit and cruise ships will stay overnight.
Condos, cafes, a supermarket, lighting, music, and SAFETY, are all part of this. Word would quickly spread that Nassau is fun and has lots to do. This is after all, what we hear about Havana from the people who go there.
Not everyone likes tours, but everyone drinks, eats, and likes to people watch while seeing beautiful things.
Huntington Beach in LA, Miami Beach in Florida, The Jersey shore are just 3 examples of urban beach culture done right.
With our natural beauty and wonderful people, we can do it.
