The capital punishment solution has always struck me as self-defeating: kill people in order to persuade people not to kill people? And there is no global evidence to show that it reduces violent crime. The most peaceful countries in the world do not have capital punishment. The solution is complex but must surely include education (especially of young men), greater social cohesion, economic development and elimination of dugs and excessive drinking. But of course it's much easier (and a sure-fire vote catcher) to hang people. No doubt Mr McCartney is on to a good thing.
