When did the government corporations become so lazy and corrupt that they cannot manage their own corporations? Seems all they now know are contracts and cuts thereof.
If they are incapable of efficiently managing the utilities they should simply privatize them. Somehow the consumer ends up paying twice for services, no matter how they cut it.
