I wouldn't be surprised if it was for early up front gains at the expense of long term. Government is desperately hoping to bring a surplus in next year, and this would help. Even if it is just a paper surplus. Ask anyone who does business with Government, or is owed a VAT refund from Government and they are not getting paid in a timely manner.
Why anyone would want to invest in a company which will be run by the company which is unable to pay currently for the water it gets is beyond me. But guess someone somewhere may want to.
There is no way the port authority is concerned with safety. Watch the harbor on any given day right outside the ports office and you can tell that is not the case. In this case i assume someone who has no small boating experience thought this was a good idea. Will no doubt be another rule selectively enforced.

What do real estate agents do for their 6-10% of each sale? Appears to be nothing. Government should look at allowing people to negotiate a commission rate, would probably make sales more likely as at the moment you have to increase the price of your property almost 20% before you make a $.

As a note there are two sides to every story so he may not be as innocent as this article portrays, but there should at least have been a case where all the details came out and a judge makes a decision. I remember that video and his foot was only barely hanging on.

Can we at least have some sort of masterplan for all these developments. I assume that if this goes ahead then all those homes there can do the same. If so what happens with the traffic etc. I see that this one has 54 spaces, is that actually enough for 42 boat slip and 12 hotel condos plus staff? If not what is the plan for where they can park? Will it be like Goldwynn and they can park at Montague and in the road basically? I understand that developments must happen (and this one maybe just fine in regards to parking etc) but we also must think how it will look in 10-20 years rather then just that one development.
