I'm not sure why you're confused. It sounds straight forward to me. The Minister is simply saying if USA decides to exempt countries from having to take the test, The Bahamas should be added to the list. He also goes on to say other Caribbean countries should be added. Nothing confusing about that.
Mexico doesn't have a Covid test requirement to enter. Jamaica doesn't have a Covid test requirement for other Caribbean Countries. In fact Jamaica only lists a few countries that require a Covid Test to enter. So would you should have said was, certain countries have different restrictions, because not every country on the planet have the same Covid Rules!
