This guy is a criminal that was made legit by a government full of crooks, instead of sitting small and enjoying what he got away with, he wants more. Well I guess government is where criminals thrive, however this one could create quite a mess seeing as he has shown outright disregard for the law to build his empire, he'd gamble with the well being of the country the same way.
