The guns are one issue, but it is actually the bullets that are the problem. Those are the things that enter the body and do the damage. We need to contain the spread of bullets. Somehow we need to convince these gang members to tie facemasks over the end of the gun barrel to prevent the projectile movement. Ensure they are not the N95 medical masks (certainly not, it's not a medical issue silly) - but just the ordinary non-medical type like everyone wears on their face.
I'm sure if we put our minds to it, we can think of even more uses for these masks and eventually save the world. Climate change, anyone?
