I would hope that a balance might be struck between shareholder returns and the consuming public's cost burden given that APD is a virtual monopoly. When fuel costs increase every bitch and his brother bumps up prices, but they have been cut in half for a year now and no-one that I know of has cut their prices to the public yet.

Absent a genuine responsibility to the PUBLIC it may be necessary to have Government oversight and regulation of monopolies. Or a mandated profit ceiling that would be less onerous and subject to misuse.
