Your author should do some more research before using terms such as "income tax." This plan is nowhere near as progressive as an income tax for the Bahamas would be.
In fact, this tax is, once more, not just regressive, but uber-regressive, thanks to the cap and thanks to the fact that it only applies to wages and salaries but not to the incomes of those who own businesses or other investments.

If the pilot made the anouncement for the seat belts and then started a controlled descent, and then the passengers saw the other plane... the pilot wasn't avoiding the other plane, his actions were causing the incident.
Getting rid of plastic shopping bags is a no-brainer. It's also a very low hanging fruit. In fact, it's long overdue. Please do it, but please don't expect me to praise you for doing something progressive, when really you are merely playing catch up.
