Question - when the first medics show up should they first treat the business owner even if he only got shot in the arm or a similar non-life threatening place? Or should they first treat the most seriously wounded even if that person attempted to kill the business owner?

Robbers shot each other? Roll on floor laughing. Even the business owner must have been laughing seeing that happen.
And when the police came why didn't they just suffocate the two criminals or delay the ambulance for a few hours? Why go through the effort and expense to save these two attempted murderers? I just don't get it.
