From the plans I saw, the parking won't even be big enough to facilitate the 30+ spots needed for staff, let alone guests and tour buses etc. Rerouting the road is the only feasible option for safety and its probably the main goal of this exercise.
It looks like a large number of cases are discharged or withdrawn. Sounds like bogus arrests or maybe just awful police work where police intentionally add written comments over official statements? This 'increase in charges' statistic is just a red herring, there to confuse the D average.
There are more than a handful of politicians making long $$$$$ this go round. Every single contract is mind-boggling in terms of dollars spent and quality (if started).
And who's the biggest winners in all this... Panama and fellas who sell walk-in safes.
