People don't judge what you see on a video clip until you know what happened leading up to it or who the 'victim' is. There are countless scenarios that could warrant this sort of action by police. That quest/odyssey sounds like my experience in most government offices. Sad! Can you imagine hearing that a loved one has been admitted and you had to go through all of that in order to find them? The chance of me (and many people in that situation) turning boisterous is very high indeed.
