put all gang members of ALL gangs in the old sports centre at the same time and let them work out their differences. Let them take in any communication aids they like (i.e. no pat downs) and make sure to lock the gates behind them so the scared ones can't just leave at any time.

If they find any on the body then simply morphine him up just enough to answer questions like 'who shot you'. Don't strain our limited resources on saving the lives of gang bangers. not saying this kid was one - i don't know!
The PLP is an old, dilapidated wooden house. You need to replace ALL of the structural beams. There is no sense leaving 1 or 2 of the old, rotten beams in place.
