It is not just about skills. It is also about networks of relationships especially in financial services and also other businesses. You can have a Bahamian who has the skills, better perhaps than an expat......but if we Bahamians do not have the connections in the right places to bring in the business, or the desire to put in the time traveling or building those relationships, then we can't add the value. So instead of sitting on our rear ends and navel gazing and moaning about foreigners, we need to get out there and shake the trees and prove we are a better candidate....private sector business runs on results not charity.

There is of course another reality...there are those who prefer to be big big fish in a small small pond, say they will protect the little fish, but in reality just like being big fish and when the little fish ain't looking grab all the food or gobble the little ones up....too much progress and the resultant higher education means people begin to see through the rhetoric - not good for politics.

On a serious note, I think the principle is good, but to my knowledge it is already enshrined in immigration requirements that companies have to justify each position.

the 249k is probably correct. Mobile penetration can be greater than the number of residents as i) some residents are not legal residents and ii) quite a few people have 2 phones, one for business and one for home etc

On the mobile costs, I am sure BTC will rebalance slowly, and they will bring down phone call rates, because they are now hoping to offset this by earning more from data usage through the 4G network.

But one thing is for sure, they will have to bring down rates even more before competition enters the market in a couple of years time when they will need to be lean mean and low cost before a Digicel or the like enters the market. They can't just do this the day before competition comes or they will lose customer loyalty, they will probably keep feeding us reductions over time as they get BTC costs where they should be.
