It's absolutely possible for mold spores to develop while a building is under construction if the moisture levels are high enough, if the plumbing sucks, or if the building site is exposed for too long. Those definitely sound like mold symptoms, and I only wonder what kind of detection equipment the Department of Environmental Health is using.
