I would hazard a guess the government is trying to recoup the losses from their post Hurricane dorian duty and vat giveaway, amongst other things.
This will not end well for the government, and will burn much needed funds better put to use elsewhere.
The various Government administrations have on average attacked the H.C.A. provisions at least 9 times and in various ways over the last 69 years. Government has never won a case, nor appealed any loss. The Government itself has abrogated many aspects of the H.C.A.
That the government has never before claimed any such fiscal deficit, nor demanded any accounting of itself or the Port authority speaks volumes of their incompetencies, all of which are ongoing.

They know exactly what they're doing and who for. Contracts already signed, LNG locked in by a Bahamian for sure.
However, 1/2 a billion legacy debt and at least 2bn needed for infrastructure replacement and improvement, leaves little space for profit, unless higher rates coming!
Solar can reduce rates after about 10 years.....you still have your initial costs to recoup.
I also question putting URCA in control of off grid solar. by definition it is outside of their reasonable scope. The Canadian Electrical code (the one we use) lays out the technical aspects/requirements of Solar and electrical installation. So URCA can only be a political tool.

URCA has been a failure since inception and rains one today. Entirely in the back pocket of BEC and bec/bpl. Their Solar policy is garbage, far from encouraging Solar adoption.
Basically a "rate setter" with political goals outweighing their limited technical abilities.

The "Public Service Contributory Pensions Fund" sounds just like the Government run Ponzi scheme called N.I.B.
Was Government not supposed to be making contributions on behalf of Civil servants? Are we allowing them to just walk away from that obligation to just start another Scheme to now rob Civil servants?
Could anyone in their right mind think that if it ever sees the contributions they will remain there for pensioners use?

So everyone is forced to eat the costs of increasing their own infrastructure because government cannot run/maintain any of their own (which we pay for), while increasing taxes which in turn increase everyones costs of living /existing.
Sounds like a perfect downward spiral to me!

Who Government? Government does not maintain any roads in Freeport including the one road they do own, Queens Highway. The port paid to repave that also.
However you've made my point, ignorance of the H.C.A. and how government administrations are equally at fault if not entirely at fault is our downfall. Past administrations have gotten what they wanted in various ways, but this admin is a wrecking ball swinging wildly wrecking Bahamians future.

I think successive elected governments should pay a cash Bond surety to cover the increased depth of the fiscal hole they dig while in office! Lord knows they spend like crazy and fix nothing while in office.

No doubt the Government will want closed arbitration hearings, which given the public interest and licensee interest (80%Bahamian) would be wrong. Nor do many in the government or the many talk shows on the subject seem to know the technicalities of the subject.
How Freeport got to where it is matters, and is essential to finding a way forward.

Usually in the case of a violent domestic offender the offender is arrested and taken out of the domestic situation they are disrupting and incarcerated!
Hence why the need for even more government overreach beyond their constitutionally mandated obligations?
Fact is government cannot accomplish even the simplest of their lawful obligations without padded contracts/massive hiring/Incompetence and dismal failure ending in nothing to show for it and silence.

Killing the marinas, the fishermen, local boaters, adding new requirements, yeah, they killing it.
