Governments of either ilk have been completely negligent in this regard, all the way back to when Mr. Smith was.......relevant was the word but it really doesn't apply to him..... Out island infrastructure including town planning has been accidental and left to individual communities to sort out, but without funding which is all sent to Nassau! When an investor steps up and offers he gets the potcakes nipping at his heels. Yes, the community should be involved, yes there should be a plan available for viewing at the town planning office. Sorry, there isn't one. Oh well.

Meanwhile we wait to see what your collection rate is, and your compliance rate, and your enforcement across the board. Small service providers have also hiked prices, based on their increased costs, real and imagined. Tag this article for review in 6 months.........
The Defense force does not need to patrol our southern waters, the Chinese floating fish factories are handling that for us, while they man the long lines....
Laws without enforcement means more laws are passed to cover the deficiency. The deficiency however, is within the people charged with upholding the law. Funny how this road we are on always leads downhill.
Since Independence we have been unravelling the systems that provided core competencies to children in this country and competent rules based government services to the public. While it is true that education was not universally available throughout the country, what is now universally available is worthless. Still, to recognize the reality is the first step.........unless the messenger is shot.
Carnival is just a localized filter mechanism for the money. It will filter down through the crony's and ranks with major dilution at each stage, Until very little is spent on the actual hair brained scheme called "Carnival". It is getting harder and harder to filter kickbacks internationally, too many eyes watching. The traditional Bahamian scam and flam is coming to an end, along with the money unfortunately.
Meanwhile he is at odds with his cohorts who want to spend away the "extra" revenue on continuing social failures. Bottomless buckets never hold water, especially when those charged with filling it do not. (Tax collection in all directions)
The only advantage Jamaica has over the Bahamas is their head start on national destruction, which they have yet to recover from. There is a theme running through the affairs of all the former colonies, that remains thus far the "white elephant" in the room, pardon the pun. Until we recognize our failures and bad philosophy nothing can stop the downwards slide.
