Switch back to paper as the public gets into re-usable bags. The banned items probably only make up 1% of plastics used overall. Meanwhile, 9 Major Hurricanes later we still have no operational manual for NEMA or otherwise. Legislation alone does not success or action make, particularly with no continuity in Government appointee succession. A new crew every time we have a storm. Our learning "curve" is a saw tooth.
The Government estimate of 4000 homes Damaged in G.B. has been calculated to take 8 years to repair/rebuild given 500 contractors, that don't exist. (NGO estimate) Where are the inspectors coming from to stay on top of this sort of construction level? The Materials and shipping logistics?

Remember the quid pro quo with respect of agreeing to electrify East end in exchange for allowing the sale of Freeport Power to southern electric. The first in a long chain of selling Port Assets, with GBPC now on its 4th owner. Government will no doubt allow Emera to walk away from their commitment
To what end is Campaign Finance Legislation or reform if neither party follows the rules? Seems the new way to fleece the treasury is to enter into leases with Government in the hope the next party will cancel! If you can't steal it, might as well sue for it!
The stupidity swirling around this "Ban" is hilarious if it weren't so tragic. The import is Banned effective Jan 1 st. The use, domestically is Banned effective June 30th. The 6 months window accomplishes two things: it attempts to retrain (via being charged) the population to use re-usable bags, and b) it allows for existing inventory to be depleted/used up. The Nominal fee is an attempt to cause the public to avoid paying it. While the revenue does go to the merchant, it is not the merchant doing this by choice: it is the law and mandated. Heavy fines will follow either not charging or attempting to bring in more of the banned types.
I have no great affection for Sir. Godfrey, however it would be best not to get into a rating of the demons of pre or post independence. Nothing much changed. Suffice it to say unless one lived in that era it would be difficult to envision the criteria of that life at that time. Anything and everything that occurred did so under the Colonial Governor of the day, and therefore under the King or Queen, good and bad.
