Ah so that's how you tell. I thought there had to be a way to confirm that what was being transferred was also being received at the destination in "real" time. I agree with you, noone must have been watching. Literally and figuratively, where is NEMA?
I wonder if a court would put the burden on SunOil. Logically the customer doesnt know the moving parts, they hired SunOil and expected SunOil to get the oil transferred to them safely. to the customer, to the extent that SunOil's management of the transfer failed it's SunOil's responsibility to rectify. SunOil can then go privately or civilly and try to get their money back from the contracted party.

Billions and billions pass through this economy yet nothing works and everything crumbling and a few favored getting dollars m as locally dropped in their pockets. You see them, a few weeks ago they was trade unionists, school teachers and taxi drivers on a regular salary now they multimillionaires having done nothing but get close to a prime minister.
30 years on the force and nobody could figure this out on a 21x7? All they could do is the same old tired "safety tips"

Who wouldnt be happy to make beaucoup dollars on their job? But when you think about it, it is a weird thing to be proud of decades of selling off bites of the Bahamas to foreign persons and then fight so you get the right to do it but the foreign man cant.
We shall see. I noticed the statement on the afternoon news "*a company they **contracted** to ...*", SunOil may abdicate all responsibility, like Pinewood, and if that's a local company with no resources...
