The first question is always what does the customer want. Will what Im doing be seamless for the customer? 99% of persons in this country make minimum wage. They shop at unconventional places to get good prices. Places that cant afford these payment platform maintenance fees. So 99% of the customers need cash. And these companies have the data. Most of their funds cone from forced usage through govt programs. They know most of those forced customers cash out. In fact the model ensures they make more money by charging extra, exorbitantly extra, for cashing out
All around its bad system design for "this" population. If you're targeting Lyford Cay and Old Fort Bay only, Im sure they appreciate the convenience. You dont design for what *you* want people to do. You design for what helps and what makes things easier

why would they put money for a specific program in the consolidated fund? With the govt operating on an accrual basis isnt it possible for someone else to spend that money with noone the wiser... ?

There was never a need for the govt to implement this system other than to collect data that already exists and make some money for the company that already exists. It is in the airline's best interest to ensure no COVID infected person boards an airline. They do their check no matter what. Why duplicate their process and frustrate the traveller?
