From my understanding 3 contractors bid on the Smith's Point Seawall:
Treasure Coast Development -3.5 million
Waugh - 4.5 million
Smith - 5.9 million

Waugh is also doing the following also;

* the Cosway in North Abaco
* Water line East Grand Bahama & West Grand Bahama

Guess he is the only contractor in Grand Bahama.
