just to put this in perspective. this aircraft suffered and landing gear collapse in a wind storm that produced winds that are less then the landing and takeoff speeds of this aircraft! the atr has very low tolerance for safety outside of it's flight envelope. it is becoming the corvair of aviation, unsafe at any speed or altitude.
