If the deceased died because of the actions of the immigration officer then there is a case to answered. The courts are a little more independent and therefore more suited than the department itself to decide if his actions were a major contributory cause in this unfortunate incident.

One of Mahatma Gandhi's most admirable qualities was that he was not afraid to publically change his mind, most notably on the Indians support or otherwise of the British war effort in the 1930's and 1940's. Now, I am not saying that the Rt. Hon.
