Yes, The man should have had his ID on him. But seeing that he was well dressed and on his way to the office, probably in a company car it could have been handled with more tact.
The officer could have done a few different things
1) Call the immigration headquarters and asked to pull the guys file and find out if he was straight. (oh, this stop was at 815am and back at the office they were still in the lunch room finishing their Tuna& Grits)
or 2) Send the man to work under the instructions that proof must be submitted to Hawkins hill that morning.
The officer could have reminded the man that he needed to carry his ID Card with him.
BUT - Let's leave the scene with the rich expat and lock him up.
Having said that I am sure that the guy lost his cool and said some choice words and that escalated everything.
What he said was - "I was up until 5am making changes to the speech and I have not yet received the revisions".
I was there and couldn't believe that this man who knew well in advance that he was the key note would not be more prepared. Also that he was stupid to tell us that.
I heard that today in Freeport the Costa cruise ship anchored offshore and tendered their passengers in so the Taxi cabs didn't get the fare.
Thing is that it was unscheduled call as the normal port was closed and the main harbor was full with the regular ships. There was no space for them to tie to the dock.
My nephew called to wish my wife happy birthday and all he could say was that the company he works for as a captain made money and he made extra tips and the place was buzzing but the TAXI drivers were carrying on sick because of it.
Sure glad that I am retired and don't have to deal with this mess.
Memories will not last long here in Freeport as the hotel Union will cause problems as there are with the new operators of Melina in Nassau. When an employee is reprimanded that make noise and run straight to the Minister of GBI - who hired all of them (all applications for jobs their went through his office).
So service will not be up to 5 star.
The airport is a metal hanger and they get off a bus to get to it and that is a major inconvenience to any traveler. Not how you treat 5 star vacationers.

Dealing which the cruise ship passengers is non issue as they will have their sail and sign card with them which they need to get back on the ship.
