Never heard anyone cruise anywhere for a festival. That's less money to spend at the festival.
Stick to fixing things because attracting more visitors.

The scavengers should learn to use scrap yards who might allow them to hunt.
Charge shops and scrap metal persons a few bucks to browse for the day. No burning allowed.
Then more persons will probably offer accepting trash and forwarding to the landfill.

Data is needed for progress around here. FDI have to know what kind of jobs usually need permits. Decision making info required for ease of doing business.

The last time I saw this report, it was in the paper during the hurricane where of course no one probably saw it.
