As I suggested at the end of the piece, the FOI act was left hanging by the previous government. It was passed before the election, but last-minute consultations between the major parties left implementation date open, which was tantamount to killing it.
It is perfectly legal to generate your own electricity up to 250kw under current law. The legislative changes are needed for larger projects and to encourage the development of renewable energy.
