They are to "review" new laws and make recommendations for reservations, derogation or rejections. . .parliament or the cabinet don't do that. . .they present what is given to them by their AG/DA or Law Liveries etc. . . it is debated in parliaments by every member who has the legislation. . . passed or rejected. . .if passed goes on to the Senate. . . if no concerns found by the senate. . .it moved back to the house. . .reviewed again for any concerns found by the senate. . .if there are none. . .moves to the GG for ratification. . .then gazetted. . .becomes law!! So don't let anybody hear you talk such nonsense again!! Now after the bill becomes law to make any changes it must go before the supreme court. . .many laws around the world are changed at the supreme levels. . .yet you want a buncha dumb politicians to get it perfect the first time around?
