clearly the writer of this article has no experience in the telecommunications business. the practice of having a body regulate towers and peripherals of cellular providers are done all over the world including the U.S. similarly having other telcos piggy back off larger more established cellular providers are also common place in the industry. the only thing that URCA has to do is ensure that BTC does not overcharge its competition for allowing their antennas on BTCs tower. this process is how all modern countries operate with more than one cellular provider. http://www.bloomberg.com/bw/articles/20…
