Well, the US neither does have a proper modern democracy, nor does it have a working judicial system. Truly a country of men and not of laws. Stuck in the past and successful despite of all this, it is no wonder that people think democracy is a popularity contest.
All things being equal, Starlink cannot compete with fibre. It's simply a matter of cost. Starlink will eventually only be relevant to the most remote locations and mobile applications - e.g. at sea. Fibre, once laid is very, very cheap and can handle multigigabit connections to each and every user. It is vastly more reliable than traditional copper links... with that you will also see 5G throughout the Exumas, which again will be simply the better choice for the average user.
It is obvious that they are afraid of the competition. On the other hand, it is clear that neither Bahamians nor American tourists need another fast food location, lest PI sink into the ocean.
These discussions are pointless. This project won't happen. It's nonsense from people who have neither the knowledge nor the backing to execute something like that. They claim it will be more exclusive than Baker's Bay... laughable. This is most likely a con on investors who should know better. This would all be very funny if it wasn't so sad.
Apart from the charitable spending I don't see much of an impact on the Bahamian economy. Doubtful much in taxes were paid outside the real estate transactions. Mostly one-off payments to people who weren't and won't be hurting.

oh the irony... saying they are being serious, but excluding the majority of non-payers.
You must be very naive to think the US doesn't have a war chest to counter the Chinese influence. Spending nearly half a billion means putting the foot down and making sure the Chinese don't get too comfortable.
