Sounds to me that Mr. Smith doesn't think he has to pay his condo fees. Doesn't seem like it has anything to do with race, religion, or origin, but rather someone doesn't think they have to pay their share. I wonder how many months, or years, he hasn't paid his share!
Pilot House is a condo and it sounds like the condo associations was denying him access to things. Wonder why? Hummm, maybe he hasn't paid his condo fees for 'how long'. Mr. Smith, pay you condo fees and none of this would have happened!
