In fact they haven't allowed cheap foreign labour, they have allowed far more expensive foreign labour with far more expertise on those projects. Work permits cost money, flying workers in costs money, putting them up costs money. Why would you pay all that extra if there was skilled labour just sitting around. All the skilled labour in construction in the Bahamas is employed. They already are working on projects here in Nassau, and other islands as well as a huge number already in Abaco. Turns out we need more and no one is bothering to properly train them. Cheap labour already exists here, skilled labour is in short supply.
You are pretty clueless. Who do you think saved all of those people in Abaco after Dorian? Oh yeah, it was the Bahamian Coast Guard who's airlifted all of those people, definitely not those dense Americans.
