Please don't be a bigot and suggest that this is because they are 'closet queers'. If they were gay and into raping then it would have been a man they raped, not a woman.
If your so interested in taxing people who you say are already living off social services, then why not just cut the social services and save the accounting exercise.
Taxing the poorest 15% (50,000 out of 320,000) of the population in order collect just 6.5% ($13 millions of $200 million in expected VAT) in order to simply give it back to them in social services seems like the kind of government waste and overspending that produced the budget deficit in the first place.
You're more interested in complaining about who did the consulting than what they found? The current water plant standard needs to be updated to stop causing damage to the system and distributing dirty water and that is what this report identified.
Stop complaining about foreign companies and start demanding better service from our own government. Fix the water!
