The least worst thing for business people to to is start an online order service operate from a whole in the wall and setup a tent to deliver the orders where the patrons can try on the shoes or clothes.
The ministry does not have the proper online platform that could cost them in the millions of dollars. In addition , computers,and online platforms are not sentient beings and require staff to take care of them. So they have to significantly increase IT resources.
They simply cannot afford to buy laptops for teacher.
While a tablet may be sufficient to attend online lessons, a teacher needs a laptop to produce lessons.
They will have to open ftf . They cannot afford the infrastructure.

During the lockdown, I was stopped by policemen.
From a distance they seemed very skinny. As I approached I then notice they were newbies.
They are only small when recruited, then they get very fat.
But the nurses need to lose wait as well. Most are mcdonalds size.

Yes you could have had control over it.
You could have improved the medical resources during the first lockdown.
You could have also told the alarmist doctors that there would not be continued lockdown in no uncertain terms.
You knew people had no savings.
