Years ago I noted a man who displayed similar habits. Yet the women he harassed kept saying he was harmless.
When he started approaching me, I made sure to stay outside of his grasp, but he kept trying to get close to me. I was prepared to complain to his job, where they told me he was harmless but never scheduled to work with women. I was prepared to go to the police, but instead started telling all and sundry, even in public meetings, about him and that under no circumstances I was going to get within his grasp.
I evaded him, but my preventative complaint prompted others to shun him.
