some people set the potcakes on the regular census as is.
when the census man come, the illegals will take off running, let the dogs out.
have they ever found any illegal workers in Abaco? No. I saw a man give shelter to his worker and her children for a week in the laundry room, and he would even bring cereal and milk to them every morning.
And then, outside the financial services, there are work permit holders who are actually underpaid, as the cost of the permit is deducted from their salary. i once witnessed that as a foreign worker left and the Bahamian replacement was paid the same salary plus the cost of work permit. But, for the most part, the foreigners come to work on time, actually do their work and of their slacker colleagues.
this just creates another problem because, if one cannot apply at 18 for lack of proper documents, one cannot apply at 20 because of the same documents.
as for raising the penalty for harbouring, how about charging an employer for the first time, if only to make history.
and, referendum, do not waste your money, people will continue to vote no.

The pastors wanted the power to "certify" marriages on an yearly basis. instead they gave the attorney general the idea to introduce no fault divorce.
And that, is the law of unintended consequences. lol.
