I was just browsing the VAT drafts for the govt websites, and they specifically say that veterinary services are vatable. And pet food seems to be vatabale too, as it is not listed. That is sad and will cause many people in financial difficulties to abandon their pets.

Well it seems to me the writer is lumping "public resistance" with "business establishment" resistance.

Veterinary services are vatable, and pet food items seem to be also. this is a Public health interest which is more general.

The only thing they added appears to be the detergent and dishwashing liquid.

The food store would recover VAT on coffee, tea, pet food, deodorant and other hygiene products. These are now duty free, but there is nothing there about vat-free.
