One day I was minding my own business walking in the mall of a parking lot.

A security guard was apparently takinga break leaning agains a tree and I walked past not realising the rotweiller was lying next to him.

He said: Step away from the dog.

I was nor approaching the dog, but I thought it was weird he said that.

Well that is what it looks like in the surface.
But i think he is avoiding future penalties when the lawsuit move at the ICC.

One must remember that people have been traumatized all over the world on the account of the pandemic.
In addition to the desperation, the youth tries to keep up appearances.
What were the prospects of this young couple? To be underemployed or unemployed during a pandemic, having to live with relatives and unable to contribute to expenses.
Then they have children, which affects both, but more so women, economically.

I find it ironic that their meager resources were used to produce exuberant engagement photo shoots in clothing to be worn only once rather than try to find a place for themselves in society.
Had they been married, they would probably have spent money sufficient to buy a new car just to fedd 200 people and look good. And then go home to the desperation and a can of tuna.

People tend to ignore problems such as this.
I once was the subject of a stalking by a member of the armed forces. At least 2 women at my work place had a similar experience but kept saying he was harmless. One man punched him in the parking lot when threatened. The principals at the workplace ignored my report at first.

The man had a habit of approaching people as they entered or left the parking lot, so I recruited some colleagues to ensure that someone would meet me or accompany me to the parking lot. Talk about abundance of caution.

I asked a member of his branch how to make a formal complaint to his force, the guy happened to know him and said he was 'harmless' but that he was never scheduled to work with women.

It was not until one of my parking lot escorts prevented this guy from reaching me that he was asked not to return to that place of business. AFAIK he stopped coming there. but yes, one day he might be armed, and it would have been too late, for me or anyone else.

So here it is, this place is small, so people hesitate to help because the stalker, male of female may be known to him for familial reasons. But sometimes, your childhood buddy from primary school or your third cousin grows up to be mentally imbalanced.
