Many southern and western states in the US passed Concealed Carry Laws to allow citizens to defend themselves, when they noticed that Florida's crime rate began to drop rapidly subsequent to passing its 1987 CCW law.
Interestingly, serial killers tend to be white males who do not use firearms. Someone tells you about a serial killer who shot his victims, the perp is not likely to be a true serial killer. Serial killers prefer 'hands on' methods such as knives, ligatures, so on so forth.
Mass killers and spree killers use firearms or whatever weapon is at hand.

Agree, completely. Thank you for saying it. My family and I enjoyed seeing and photographing the beautiful views from the top during our first cruise to Nassau in 1999 and would love to do so again. Reactivating the rotating white beacon, along with the flashing red beacon atop the Government House would be a fine thing to see as well. They're still on the navigation charts, why not light them?
