The issue is simple, their entire industry has collapsed and they have no idea if it will rebound and if it does rebound they have no idea how different it'll be. So taking on new debt right now is just not something they can do....
If you allow the Americans to come in next month then what was the lockdown for? We locked down for months just to allow another wave? I have to agree with everyone, this isn't making much sense.
