If the present arrangement is so good, why are PMH/clinics so dysfunctional?? ........... Short answer = unreasonable entitlement, low productivity and union job security.
The case should be on its way to the PC ......... If Red Fred is bluffing, send the Haitian back home or give him p/residency ......... but NO citizenship (that will set precedent for all who didnot apply at 18 (like the Constitution stipulates).
