Looking at the photos I would say that the boat was in the 32-35 foot range. 28 passengers would be grossly overloaded for a vessel of that size which would probably have a USCG maximum capacity rating for maybe half that many passengers. They are also extremely fortunate that the weather was as settled as it was otherwise things could have turned out much more tragically. The operators of that vessel should have their charter license, assuming they have one, revoked.
Dengue fever is not contagious being mosquito borne, so the emphasis should be on mosquito control rather than vaccines. Having said that, those of you who have never suffered the serious debilitation and dehydration from dengue fever, I have, I wouldn't wish it on a dog, so vaccines just might be the lesser of the two evils.

Tell that to the many female tourists who have been sexually molested or assaulted over the years only to be the recipients of Bahamian “Justice”. AKA justice denied!
This "investigation" will be a long and drawn-out affair, policeman beating student in Bimini a typical case in point. Justice may yet be served when his wife gets all the details, his dick might get smaller yet not to mention his balls.
If your association would police its members and rogue operators more efficiently and stop them for feeling up and raping the tourists you might generate a little more sympathy.
The cumulative effect of the majority of the population being dumbed down for the last 50 years and they don't come much dumber than Birdie, and as the old saying goes when ya dumb, ya dangerous! Our leaders wouldn't know what morality and integrity were even if they bit them on the ass.
