There is usually a different fee structure for senior citizens and children, in my travels I haven’t yet come across a locals or foreigners fee.

Anywhere you travel, anywhere in the civilized world that is, you have to pay to enter monuments, heritage sites, parks & nature preserves. That's how they're maintained in their pristine conditions rather than being used as public toilets and worse as most of ours are.
It should be a breath of fresh air rather than the usual piss & poo scents we've become accustomed too.
